The lab repository, reviewed through Day 14, does not demonstrate a completed draw — this establishes non-demonstration, not proof the draw never occurred. The infusion scheduling system's own record affirmatively states "pending prerequisite," which does support the projection that this obligation is blocked. The Engine keeps these two findings distinct in strength: the upstream finding is INSUFFICIENT to demonstrate fulfillment; the downstream finding is SUPPORTED as blocked.
One obligation is not demonstrably fulfilled. The other is affirmatively blocked by it. These are not the same finding.
